Uttar Pradesh population in 2021 predicted at 24.1 crores. Uttar Pradesh has been most populous state in India leading to hunger rate, unemployment, housing facilities, etc. whereas Uttar Pradesh government launches a new population control policy. The government is trying to reduce population, which states the fact that anyone is having more than 2 child will not be able to get benefits and other government scheme. UP population policy is made with aim of controlling population in Uttar Pradesh which is root of most of the problem. Now state government has decide to implement new Uttar Pradesh population policy bill, No government scheme benefit, Limit of ration card Units upto Four, no promotion in government job to the parents who will give birth to more than 2 child, not receiving any kind of government subsidy.
Government employees following the two-child policy will be eligible for incentives like two additional increments during entire service, subsidised purchase of plot or house, rebate on utility charges such as water, electricity, house tax, Maternity or as the case may be, paternity leave of 12 months, with full salary and three per cent increase in Employee Provident Fund (EPF) under the National Pension Scheme.
Those with a single child will get four additional increments, free health care facility and insurance coverage to the single child till it turns 20, preference to single child in admission in all educational institutions and government jobs, free education up-to graduation level, scholarship for higher studies in case of a girl child
For those who are not in government service but follow the two-child policy, the bill proposes to give them rebates on water and electricity bills, house tax, home loans. 12-month maternity & paternity paid leave, free health care to spouse.
Those with a single child will get free health care to child, preference in education admissions and government jobs, free education upto graduation & scholarships for single girl child for higher studies.
In case of Polygamous/Polyandrous marriages – A husband in a polygamous marriage violating this law will not receive any benefits and incentives under provided under this Act and will be liable to face the disincentives, however, his wife and children will be eligible for the benefits . Similarly a wife in a polyandrous marriage violating this law will not receive any benefits and incentives under provided under this Act and will be liable to face the disincentives
This is a great step taken by UP government . The high population growth rate is one of the major reasons of poverty in India. This further leads to a high level of illiteracy, poor health care facilities and lack of access to financial resources. Also, high population growth affects the per capita income and makes per capita income even lower.
