Disguised unemployment

Disguised unemployment occurs when part of the labour force is either left out of work or works redundantly so that labour productivity is practically zero. It is unemployment that does not affect total production. Unemployment is disguised in an economy where productivity is low and too many workers have too few jobs.

Disguised unemployment is common in developing countries, whose populations create a surplus of labour. It can be characterized by low productivity and often accompanies informal labour markets and agricultural labour markets which can absorb significant amounts of labour.

Disguised or hidden unemployment can apply to any part of the population that is not fully employed, but it is often not taken into account in the economy’s official unemployment statistics. These could be people working well below their capabilities, people whose jobs offer low overall productivity in terms of overall productivity, or any group that is not currently looking for work but is able to do valuable work.

Another way to think of disguised unemployment is to say that if people are busy, they are not very efficient. They have skills that remain on the table, work that does not match their skills (perhaps due to the inefficient market that does not recognize their skills), or work but not as much as they would like.

For example, a person with a master’s degree in business administration (MBA) who accepts a full-time cashier position because they cannot find a job in their field may be considered underemployed because no one is working below their skills. In addition, a person who works part-time in his field and aspires to a full-time job may also be considered underemployed.

Another group that can be included in those who are sick or considered to be partially disabled. Even if they are not actively working, they may be able to be productive in the economy. This form of disguised unemployment is temporary in the event of illness and is categorized when a person is in receipt of disability benefits. This means that the individual is often not considered part of a country’s unemployment statistics.

If for some reason, a person is no longer looking for a job, they are often no longer counted as unemployed in the calculation of the unemployment rate. Many countries require that a person is actively looking for a job to be considered unemployed. If a person gives up looking for a short or long term job, they will no longer be counted until they return to work. It can be seen as disguised unemployment when the person wants to find work but has stopped looking because he was demoralized by a long search.
